My family and I are on the Bell network (except for ISP for one person, teksavvy ~= Rogers cable) so this may not be relevant. Those of us that use IPTV have found that we need a VPN to avoid connection issues caused by ISP interference.

Personally, I’ve had a pretty good experience when I’ve used it on my phone behind a vpn but that’s Bell.
